Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine emphasizes that the State and the Power should be transferred into the Constitutional Field
He emphasized that "it is the first to be done and in particular, in the part that concerns local self-government: there should be realized principle people elect people and preserve the right to vote and be elected for each personality." "People are united in communities in order to solve the problem of another people but not the problems of the political parties", - V. Lytvyn declared reminding that function of the local self-government are regulated by more then 2 thousand legislative acts and 700 laws. He also expressed regret that the amendments to the election law were not adopted and the election system to the local councils was not changed.
The Chairman of the Verkhovna Rada of Ukraine touched upon the "discussion" problem on liquidation of the regions in towns and villages that are no adjusted to the cities. According to V. Lytvyn "the matter is complicated and needs discussion and understanding that we are going today to ruin the representation of the people."
V. Lytvyn emphasized the necessity to discuss in publicity issues connected with ecologic problems "not to deprive people the opportunity to rule the community management." "Self-Government should be maximally close to the people", - V. Lytvyn has emphasized adding that "people who constantly parry a blow should be honored and respected." He is convinced that the next period of our life should be organized, taking into he consideration rile of the self-government".
The Chairman of the Verkhovna Rada of Ukraine awarded representatives of the local self-government with the Letters of commendation of the Verkhovna Rada of Ukraine for the benefits before Ukrainian people.
